I am starting a striped scarf and I'm confused about the technique of
carrying the yarn up the side/selvedge.  I f i have cast on a row of
blue yarn and knit afew rows and now want to knit with white yarn i
tie on the white yarn and then does the white yarn go under and over
around the blue yarn or reverse. At the begiining of each row which
yarn gets carried up and over the other yarn the yarn you're working
with on the needle or the yarn that you are not using at the time and
will use later (is that the carried yarn)? I'm confused. Thanks

When knitting with 2 colors, the easiest way is to carry the yarns
along the side. To stop them from looking stupid, each time you get to
the end of a row that has the previous yarn color hanging (say white),
at the start of the next row, pick up the previous color (white) and
twist the yarns once leaving the previous color (white) hanging in
back. Continue knitting with the color (maybe blue) as normal.
