I want to purchase a new Sony DSC-M1 camera that shoots MPEG 4 digital
video at 640x480.  My question is:  After capturing video..can I
transfer the video to a DVD or Mini DV ?

You could transfer it to your computer then if you have a dvd burner,
burn it to dvd.

the DSC-M1 has an A/V out, which means audio video out. with the
proper cord you can record the video from the DSC-M1 to a camera that
shoots in mini DV. or you can use the usb cable to transfer the movies
to your computer and durn them using a dvd program or DVD software.
