Is there sofware or a website available where I can use individual
stocks to create my own index.  I need to be able to chart the index,
5 year/10 year, etc. and compare it to other well known indices.

Creating and tracking an index may be possible.  But do I understand
you correctly...you wish to re-create the past 5-10 of the "index"
performance?  I'm not sure such a tool exists.

Please clarify what you need, if you can.

Yes, I need to retrieve historical performance for the new index and
compare it to national indices.  Valueline software once did that, but
the feature was discontinued for some reason.

I've never heard of commercially available software to do that. It's
pretty easy to do in Excel if you have the historical price data handy
(and if you're willing to make a few simplifications on how dividends
are treated).

Do you plan to make a price-weighted (DJIA), capitalization-weighted
(S&P 500) or equal-weighted (Russell) index?
