Okay, here's the deal- I have a prepaid cell phone and that's it. I
don't have regular phone service in my apartment. I went wireless for
a while and would like to stay wireless. Can I get internet access
without a phone line in an apartment?

Do you want broadband? (you can get internet access through a cell
phone although it is slow).

You probably want broadband through cable - do you currently have cable tv?

You can use your mobile phone.
Technology allowing you to do this - GPRS.
It will work if you have bluetooth (infrared, cable) in your phone and
such adapter in computer.
