On looking over the user's guide for your computer, the only reference
I could find about expanding the memeory was that it could be done, but
it gave no clue on how to do it. You can find the manual here.

The information provided by the Toshiba web site on memory was pretty
much just the following:
"...
Standard 64 MB (32MB onboard; 32MB in memory slot --- no slots free)
Maximum 160 MB (Maximum expansion requires removal of standard 32MB memory card)
..."
I contacted Toshiba's technical support, and considering they probably
only have access to the same online documents as I did, they did not
know specifically how this is done either. However, they did say that
the memory module might be under the keyboard.
If you want to contact Toshiba support for computers in the future, you
can call them at (800) 457-7777. Nice enough people.
I have found a PDF manual file that addresses updating various other
Toshiba laptop computers, but it does not include yours. However, this
manual does give clear instructions on how to remove the keyboard and
access the memory module in two other laptops.

The above manual shows other laptops with the bottom memory module
access panels, but you will want to check the instructions for the
Tecra M1 and M2 for some possible hints on how to remove the keyboard
for access to the memory slot.

the Portege 4000.

"Memory replacement in the Portege 4000 is a very easy procedure. There
are two memory slots for SO-DIMM PC133, one of which is taken by 128 MB.
To add one more module you have to remove the keyboard which is attached
with two screws. The screws can be found under the plastic cap with the
'i' and Power buttons."
