Last year there was a bill in Congress that would have granted a tax
credit to homeowners who installed
insulating window film on their windows. The credit was up to $2,000. 
Did this become law? If it did so
does it apply to 2005?  Please verify that this is a "credit" and not
a "deduction", because there is a big difference.
