Mil spec 23648-C - please advise if I can get a copy of this
specification for NTC thermistors. Please advise if it is
MIL-R-23648-C or MIL-T-23648-C

I did some searching for you, but was unable to find much on
"MIL-R-23648-C" or "MIL-T-23648-C". However, I think that part of the
problem is that the military has changed the designation for these
thermistors:

Revision History for MIL-PRF-23648 Listing in the NPSL 
URL: http://nepp.nasa.gov/npsl/Thermistors/23648/23648rev.htm
Quote: "Updated this section to show that the specification has been
converted to a 'performance' specification. Hence all references to
the specification number have changed from MIL-T-23648 to
MIL-PRF-23648".

When I searched on "MIL-PRF-23648", I was able to find a website with
all the military specifications for Thermal Resistors (Thermistors):

MIL-PRF-23648 - Resistor, Thermal (Thermistor), Insulated, General
Specification for FSC 5905

The general specs can be found at:

Is this the information you need? If you are truly looking for the
"old" specifications under the previous name(s), I'm not sure I can
help.
