Outlook 2003?s Auto Archive settings are wiped out on this laptop

We have a new associate that is working with us.  He needs his outlook
configured to access our exchange server, while still being able to
access the other exchange servers of the other companies he consults
for.

I solved this problem by setting up a separate outlook 2003 profile on
his laptop.  it worked fine, but when his mailbox got full, I went to
setup an auto archive file and saw something strange.

Something I have seen in the past. He is being locked out of changing
any settings in regards to his auto archive.

The dialog box in question is in Outlook?s options.  it is under the OTHER tab.

It is supposed to have 4 sections ?
General
Auto Archive
Reading Pane
Personal Names

But this guys outlook only has 3 sections. The whole auto archive
settings area is wiped out.  It is just an empty grey area.  No text,
no buttons. Looks like someone took an eraser and wiped out all the
text.  The other 3 areas of the dialog box are the same.

I?ve seen this several times now.  I thought it was something IT
people did to stop people from saving their corporate emails in a
local PST file.  Maybe this is a group policy thing or some registry
hack.

The strange thing is that this guy?s PC is not part of a domain. 
Maybe it was at some point.

Any idea of what I can do to get back the options for auto-archive file? 

He has other outlook profiles, so I am afraid to de-install and
reinstall outlook 2003, for fear his other outlook profiles won?t work
anymore and he won?t be able to connect to those other exchange
servers.
