I am working in a non-profit organization and understand that my
initial h1B petition (for this organisation) was cap-exempt and now
wish to move to a for-profit company, Does my h1b transfer application
come cap regulations ? (Would I have to apply only when new visa
numbers are available(i.e,april 1) and start working after october 1
?)
I have heard conflicting answers on this on various forums. Some
similar cases said they had their petitions approved without being
subjected to h1b cap regulations.

I am looking for someone to point me to the specific law which
addresses this issue.

Also, If I am counted for the cap, can I start working immediately
after getting reciept ?
