All the hardware is good and properly installed. All hardware works in
DOS or in Windows 2000 safe mode.  There are no SUBST'ed
drives and no NET USE's present, and no drives have been mapped over
the top of these drives.  There are no BIOS issues. No CD burning
software (its a ROM not a RW)  The CD acts like a floppy reporting
that the media is unformatted, and the floppy acts like a CD reporting
it's "not accessible. The network request is not supported"
Interestingly, a right click on the cd, will allow me to eject the CD.

Other than reformatting and reinstlling (which does work, therefore
ruling out hardware issues [tested on another drive]),  How do I
restore functionality to these drives?

please read the original post.  I have taken ANOTHER HARD DRIVE, done
a clean install.  then everything works.  IT IS NOT a hardware
problem.

I am asumming that the jumper settings on the CD rom are set to slave
and that the ribbon cable is corrected correctly with pin one on both
CD and floppy drive nearest the power supply. I would do this, remove
both drives and boot the PC up, shut down the PC cleanly, then install
just the floppy drive and reboot system. Does the drive work? If so,
power down and do the same with the CD drive and test. If not, remove
the floppy drive and install the CD only and see what happens. Have
you also checked the IRQ settings? It maybe that your two drive have
an IRQ issue. But this should be clear after you have done the above.
If both drives work alone but not together, then I would say you have
an IRQ problem, try changing one or the other of the IRQ's on the PC
