To what extent does race affect opportunity in america? Is race still
a problem in america and if so what responsibility does local, state,
and federal goverment have in affecting positive change?

racial diversity is a given all over the world why should it be
different in the US? Thousands of years of culture building can not be
streamlined into a main way of thought and belief in decades. That to
my opinion is exactly the challenge for a society like the US one.
Living in the Philippines for 15 years tells me to add plenty of water
to my wine, as we say in Europe.
