According to Glazov himself, his doctorate was earned at York
University in Toronto. Here are two examples of the very, very few
mentions of that fact that I was able to find:
"While I was engaged in my doctoral studies in history at York
University in Toronto, I would confront many of my colleagues about
this issue. Why, I asked them, were they reluctant to face the errors

Here is a confirming source for the information:
"Just yesterday I received an email from our Frontpage editor Jamie
Glazov which illustrates these matters. Glazov wrote his PhD thesis at
York University on Canadian foreign policy during the Cold War. Here's
what his email said: "In the early stages of writing this Ph.D.
thesis, a Canadian academic who read parts of it, took me to the side
and sternly warned me: 'Don't be too hard on the Soviets. You don't
want to come off as an extremist.'"

Obviously, Glazov seems to be reluctant to advertise the details of
his Canadian educational history, and it seems safe to say that the
general reference to his PhD that you have found is the version that
he and his magazine use in his "official" bio.
We can only speculate about the reasons for his reticence. But, based
on my introduction to his views gained from researching your question,
it seems possible that he is simply trying to emphasize his
Americanism and to downplay the fact that much of his life was spent
in two societies (Canada and the Soviet Union) that he is now highly
critical of, to say the least.
Here is a brief excerpt from, and a link to, an interesting and
enlightening article he wrote for his magazine in 2001:
"I remember how my parents were horrified when they came home that
night. My father remarked that that was how Russians talked about Jews
in Russia. Mom and Dad were soon to learn that Canadian
anti-Americanism was a mutated form of Russian anti-Semitism.
"I love America. America gave my family its first real safe haven from
hell. It protected the free world from the cannibalistic system that
murdered and bestialized millions of my people."

One of the details that is missing from these sketchy references to
Glazov's education is the year in which he got his doctorate from
York. In the article linked immediately above, Glazov does say that
he was born in 1966, so it is a reasonable assumption that he got his
degree in the early 1990s.
