It isn't free but the government provides health insurance called
Philhealth wherein you can get discounts in your medical expenses.
Senior citizens can also get discounts in medicines.

You can aslo obtain private health insurance through various
companies. Medical care is not that expensive. A routine Dr. visit is
about $3.00.
