Is the PA-15 ac adapter safe for use on the DELL inspiron 5150 which uses the PA-13?

The PA15 is a high voltage amplifier with a voltage of 450volts (

Is a ranged device from 10to 45 volts.

Trying a pa15 in your laptop will more than likely fry it.
