I am interested in getting the following Chinese character
translated:  If the character does not render via this web
form then it can be viewed at
http://www.newalexandria.org/jp-kangi.html   I am not sure if it is
Traditional or Simplified Chinese.  I would like to know its common
usage, a thorough / literal translation, the entymology of its
components, and any usage of it in Traditional Chinese Medicine.  I am
willing to settle for a translation that leaves out a detailed
treatment of the TCM requirements, but I need the entymological
references.

I understand that its base components relate to the concepts of the
hand, the eye, and a ram / horned sheep.  I would like to understand
the interplay of these concepts, particularly their poetic,
philosphical or medicinal implications, which cannot be easily
researched in a dictionary (though an explanation starting from the
dictionary foundations would be appreciated)

I suppose the easiest way finding an answer to your question would be
by using a dictionary, e.g. Morohashi:
