and you would require so many pills that the side effects would prove

NO pills.  What you need is the "Nürnberger Trichter"  - the Nuremberg funnel.
According to some myth, you just get a hole in the top of your head,
and the intelligence is poured into the funnel.  And there you are.

Then there is the joke I found here not too long about about the
salesman who was pushing just what you want  - little black pills. 
The guy bought some and immediately tried them, and remarked:  "They
taste like mouse droppings."
The Salesman:  "You see.  You're already smarter."
