what does "TRANSACTION FAILED (in reply to end of DATA command)" mean?

I'm getting this error message -- usually in conjunction with e-mails
sent to aol.com addresses.

It means that the mail server returned an error and did not send the
message. Is there more to the error, such as a 3 digit number like
550?

You should go check:
http://postmaster.info.aol.com/errors/554hvub1.html  as stated in the
error msg. Here's what it says:
