how can i recover any deleted ntuser.dat files from my computer, and unencrypt them?

First you've got to know what the files look like so that you can find
them in a disk image.  From there it's fairly simple to extract them
from a non-running system while you run Knoppix or similar.

As for decrypting them I wouldn't know.
