www.lernidee.de/  is the site for a Germany travel bureau that has
cycling tours - among much else.  The one(s) in Mongolia (!) stand out
in my recollection.

Two years ago in Vietnam, I met a Norwegian group of cyclists that was
led by a man who organized such with a Peace or Christian orientation,
something like "Cycling for ..."  but I cannot help you with more
details.  The members were no high-powered cyclists, but the trip
seemed well planned:  hiring local V-N bikes but with their own
saddles to allow for their being bigger than the locals.
And the group didn't seem to be Peaceniks or the like  (drinks in a
place with dancing ...)
