Describe electrostatic heat transfer in the answer or by giving
references. The effect is sometime used for cooling and then called
electrostatic cooling. I think the process works by transforming
thermal motion into electromagnetic radiation by letting free charges
oscillate with the thermal motion. Electrostatic heat transfer changes
the heat radiation spectral distribution.
