Are there any and if so which state colleges do not require out-of-state tutition?

it sometimes depends if you are going for an undergraduate or graduate
degree (i.e. JD, MD, MBA..etc). usually, state colleges will not
permit an undergraduate student to qualify for in state tuition if
they are there for the sole purpose of attending college, but graduate
schools are different and it depends on the school. there is a website
that lists all the legal residency requirements listed by state. i
can't remember what it is, but if you search 'residency requirements'
you should be able to find it. the best thing to do is visit the
school's web site- they tend to address your question, but don't get
your hopes up if you're an undergrad. hope this helps
