Unfortunately, you're never going to find any place (on Earth much
less in the U.S.) that *always* - 365 days a year, 24 hours a day - is
between 40 and 80 degrees.
however, what I've done is looked at major centers in the U.S. with
*monthly* average temperatures - which I think is the best type of
data for you to look at. The best such data comes from the NOAA.

From that list, I was able to pick out the following cities that meet
your criteria:

* LONG BEACH, CA

* SANTA BARBARA, CA
* SANTA MARIA, CA

* CAPE HATTERAS, NC
* ASTORIA, OR
* SALEM, OR
* GREENVILLE-SPARTANBURG AP, SC
* NORFOLK, VA
* QUILLAYUTE, WA
* SEATTLE C.O., WA
To see the actual monthly averages, please refer to the appropriate
rows of the table at NOAA.
For *really* nice temperatures, check out those cities in Hawaii where
it is around 70 degrees *year round*!
