Basic Legal Info and background:I was a greencard holder between 1976
and 1998.I lived in NY for 17 and in LA for 5 years.I had first divorce in
NY in 1998 and a  second divorce in CA in 2000 after divorce filed by
wife in 1998 .I have with money judgments (Child support +other)from
both.I returned to India in 1998,ended up staying till my second
divorce went through,then i got remarried and set up my new personal
and family life in India  to the point that  I lost my greencard and
its renewal due in/by  March2003 was denied
in May 2004 when i applied for SB1 visa. In July 2004 I applied for C1D
visa for USA and was granted for 5 years,before which I surrendered my
green card formally.I travelled to USA as a crew member and returned
in 2004.I got remarried in India in 2001,has a child from third and
stable marriage and second child is on the way.I,my wife and daughter
have been granted multiple entry 10 year USA visitor visa  and we are
visiting USA in June.
Fact: I travelled to USA on C1D visa in July 2004,went through NY
immigration at JFK,Miami immigration and Boston immigration  and I had
no problem anywhere at all nor wasI questioned. Would I have not been
questioned if there was any warrant or order  from civil/divorce
related judgment  of NY and CA?
Following are my questions for which i need unequivocal and specific  answers:
Q1-Are these judgments (I know) and  warrants (I do not know) if
any,issued when I was greencard holder living and working in USA and
subject to US
jurisdiction then - NOW enforceable up on me? when I am no more a US
Resident/greencard holder now in 2005,visiting USA as a visitor?
Q2-While I am in USA and if my Exs find out about my presence in
USA,am I subject to legal action by my Ex spouses against me while i
am in USA?? Am I under US jurisdiction while I am in USA as a visitor?
when I am no more a greencard holder ?
Q3-During my 22 yaers in USA as a Resident on greencard, I have
contributed to Social security for more than 10 years and I
qualify for SS benefits when I retire .I wish that my current wife and
children  becomes the beneficiary of Social Security benefits during
my life and after my demise..What should I do and who /where should I
write to make this happen and update Social Security records??Do I
need to submit any documents along with?
Q4 What federal/state  agencies do I need to inform of this change in my personal
life and family composition?
Q5 I wish to know if these past divorce related financial judgments
will affect me and my personal freedom and legal safety while I am
travelling USA with my new family as a visitor.
Q6 If  my wife gives birth to our second child while in USA,what
happens to the legal status of the child born in USA??What do I need
to do to facilitate this?
Q7 I need attorney search for any judgments or warrants in the state
of New York and California that could affect me adversely during  my
visit to USA as
a Indian citizen visiting USA on a visitor visa.

My lawyer in NY has done the attorney search and reports that there
are no outstanding warrants on the court docket ,how ever there is one
file missing from the list.
Also,my lawyer friend in LA also has done the search and has found no
enforceable legal instrument/warrant against me/my name as spelled in
the records(my last name has been mis-spelt)Are you able to findout
for me if NY and CA has what is called "Deadbeat Dad" law/provision
and if yes,what does it say?
I have once agin travelled to USA this month (April) on a crew visa
and this time via Los Angeles Immigration and once again,I did not
have any problem at all.Thus,I have entered USA from the ports of NY
and Los Angeles where I resided for 17 and 5 years respectively on
greencard (now surrendered)and that is where I went through one
divorce in each city.Next June,I am planning to come with my new
family  and plan to be in the USA on crew and visitor visa at
different times.
My question to you is if I should consult a US lawyer before entering
USA or I could do so after I am in USA?since face to face consultation
is much more time effectibve and goal directed, AND  with more info
and clarification as above,you wish to update your answer ,add to it
or modify it to cover this posting of info and clarification
request?:-).My effort is to have all clouds
of concern and apprehension addressed precisely for my  safety  and
that of   my new family totally dependant on me and my safety. It is
very critical for me and more so for my wife-and mother of a 2 year
old and an unborn one-totally dependant on me as provider and
support.If anything happens to me ,their life will collapse beyond
repair and recourse.

I am delighted to have found a resource to have the benefit of
collective pool of intelligence I can never access otherwise.I  have

Q 1&2Contact an attourney dude. As for the warrants and things you
should be held accountable if you are referring that you haven't paid
your child support after leaving the states. If that is the case you
will have outstanding debts on you and if audited could be forced to
face court charges.

Q 3&4 As for social security, go to a local social security office
when in the states and ask them that question yourself. They should be
able to tell you what to do and give you the forms to make your new
family the beneficiaries of your retirement.

Q 5: If New York and California have a Deadbeat Dad program and you
haven't paid your child support, it is possible you could be arrested,
and made to pay the debts.

Q 6: Although I do not agree with what is written in the constitution,
your child would be a full American citizen, with a Social Security
number, Birth Certificate and all.

Q 7: Again, get a lawyer. They are all that could help you.

I deeply appreciate your effort and input.I will follow your advice
and I wish that you will keep visiting this question  with an added
information and clarification which may allow you to help me more with
more of specific information and answers.My question is a complex one
and has many components and only way to be able to help with accuracy
is   for the responser to put himself in my place-literally and feel
my emotions-apprehension- and fear of it happening and consequences to
me and my family-here only for a visit-not a nightmare.

Hope you read this before you venture. 
All states have a dead beat dad program it is a national program. 
If and read that as "if" your ex spouses ever file in either Cal or NY
to enforce a divorce judgement. And "if" That amount has surpassed
$5000USD.
Then you could be facing warrants for both cases. 
"if" either of your wifes ever recieved AID from the state food
stamps, welfare, or medicare, then thier is a outstanding case against
you.
All amounts are past due Plus ten percent interest. 
If you come here and become employed as soon as you are employed the
company you work for by law. Will post your name on a computer
database. If you open an account in any financial operation that has
two or more branches, That financial instituion will report you to the
state were the debt is owed.
There is a way out, That is "If" Your spouses have not recieved state
aid you could pay them off and have them go to the court and say the
Past due amount has been satisfied.
The federal law is Title 42 sec 666
