Here's my answer anyway. It will confirm the answer posted by
scriptor-ga.

I'm sorry to announce you this, but all the info I found leads to the
conclusion that the number you were given is not a Bahrain phone
number.
The "011" in front of the number tells you that the number is
"complete". You can use it directly to call that person. But from
certain countries only! The "011" that is used in some countries to
make an international phone call is actually "00" for Germany.
So, if you want to call your friend and 011-0739083669 doesn't work,
you should call (most likely) 00-0739083669 instead of
011-0739083669. It might be also 00-739083669. Sorry, but i had to
tell you all the options here!
0739083669 is the actual phone number. It includes the country code
(7) plus a regional "selector", plus the phone number of the person
you want to dial.
Here's the "strange" part. If you were to call to Bahrain the number
should've been something like 00 + 973 + XXXXXX, where XXXXXX is a six
digits number, the phone number of the person to contact.
There's no "region" in Bahrain for as much as phone numbers are
concerned because there's no need for them. There are only about
150,000 phone numbers in all Bahrain so six digits are enough.
The phone number you were given seems to be a Russian number!
At least that's what I found by using the "FoneFinder" tool provided
by Primeris. You can find it (and use it for free) at
http://primeris.com/fonefind.
Search for the international number that you were given and you'll
find it to be Russian. Search for "Bahrain" (without the quotes of
course) and you'll find that the phone country code of Bahrain is 973,
a number that doesn't appear in the number that we're investigating.
Now, as we cannot trust the first source that comes our way, I
searched for back-up information too.
And I found it at WhitePagesOnline. They provide a free and intuitive
tool that helps people place international phone calls correctly.The
tool is located at http://www.whitepages.com.au/wp/search/time.html
Another good page to visit is http://kropla.com/dialcode.htm provided
by Steve Kropla's site. There you can learn what international numbers
are composed of and a big list (slow download - be patient) of phone
number codes for most countries of the world.

A conclusion: the number you were given seems to be complete - it has
the format of an international phone number. But it's not a Bahrain
number. I'd say over 99% that it is Russian.

PS. Just before posting the answer I stopped to think for a while. I
didn't offer a solution to your problem and I thought: What if the
number is slighly wrong? And I looked at it for a second. Then it hit
me! 011-0-739 .... what if it is 011-0-973? ... (here I remembered
about the lock and...) ... anyway ... the right number would be 00
973 083669...
