I am looking for REFERENCED estimates (for data after 2000) on the cost of the
document review process in both Discovery and Litigation as part of the total
Litigation cost.

Review process is done twice: once by Discovery specialits that
collect, code, and produce relevant documents and then by Litigation
specialists (paralegal and auterneys) that review the documents to
build the case.

Cost not included are withness fees, transcripts, actual litigation, etc.
  
I have seen some numbers from "State Court Caseload Statistics. 
Council of State Courts", but they were from 1997.
Also, some old info was found at

Both documents are too old and not specific enough.

Interesting question, and I wouldn't mind taking a crack at it.  

But I have one concern before I do.  I looked at the paper you referenced at:

and -- while I understand your concern about the information being
dated -- it looks to me to have quite detailed statistics on the costs
of discovery (beginning with Table 28 et seq).

Yet, you commented that these data were "not specific enough". 

If they're not, what sort of specificity are you seeking?

The data in table 28 (etc.) is not bad. I am hoping to get a break-up
that will include the documents review costs.
