Why do we need to reduce global digital divide?

What's that?  And who says that we need to?

digital divide is a separation between those who have access to
technology (e.g., internet, computers) and those who don't. it is part
of most countries' mandate to close down this gap within their
nations. there are world organizations, such as UN, who have set up
committees that work on reducing this gap on a global scale. must mean
something, dont you think?
