I was in a circuit city store playing with one of their new computers.
 When I double clicked an open windows title bar, it minimized to a
bar on the desktop.  When I do that on my windows XP home it minimizes
to the taskbar.  How can I change the behavior so that it minimizes to
a bar on the desktop instead of the taskbar?

i'm going to go back and look at circuit city but it certainly
appeared that this was native support.  It reminded me of the Mac OSX
where you can have a floating title bar then double click it and
expand the window.

This action usually is the same as hitting the Rstore Down button at
the top right the the window (three buttons: minimize [_], restore
up/down, and close{x}). It could have happened that way because
someone previous to you was messing around with it, and windows
remembered that windows' settings from the last time it was restored
down.
