What is the exact procedure for establishing eligibility for a 19 year
old permanently disabled child in Maryland who needs state aid to
reside in an assisted living facility for the rest of her life? The
disability was permanent severe brain trauma incurred as  an
infant.And is there a waiting period once required paperwork is filed
with the state?

I am always amazed that people will pose quesitons here rather than go
to the source.  Why not contact the MD dept of social services and get
the information or
a referral so you get the experts giving you the information?

response to daniel2d-ga: I would challenge you to pose a question to
any state agency regarding medicare or medicaid or any of the title
programs, then re-pose the question to another person in the same
agency the same day&get the same answer twice.Having obtained provider
licenses for a number of companies over 25 years as my profession,
that has been my experience 100% of the time. The regs are quite open
to interpretation and it all depends on who you are speaking with at
the moment. In private industry, this issue can cost a company
millions.  This is just one source to explore. I already have highly
conflicting information from the state. Thank you

I was agreeing with Daniel's comment.  Please don't be upset by it. 
It could have been justified and has been on similar questions.  I
hope now  - with the clarification in your comment -  that someone
