Where did you come across mention of this document?

This reference was found in an old Dow Chemical USA Louisiana Division
job specification, Dated January 23, 1979. It mentions this standard
in the text but does not list it in the bibliography.

Hello again, sherrycook-ga,

It's hard to imagine this document being available anywhere except in
Dow's own archives. They do have a corporate librarian, and I'd be
willing to inquire for you, if that would help.

However, in my experience, you may be better off making the contact
yourself, because:

--some small detail in the 1979 document that you have may be just the
thing needed to track down the General Plant Standard 47-190, and

--the librarian may want to know why you are looking for this
particular document (some corporations are very wary in this regard,
others are surprisingly non-chalant).

Anyway, let me know if you'd like me to contact the librarian to see
if the document is available. As an alternative, I can post the
contact info as an answer to your question, so you can make the
contact yourself.

Thanks,

pafalafa-ga

Dear Friends,
I am well aware of the network of corporate librarians and have already
exhausted that route. Sorry, simply posting contact info for a Dow
  librarian is not helpful.
Please believe me: there is no more contact information in the citing
document that what I provided from the title page.
Again, we seek a copy of the document itself.
Happy hunting and sorry...this is a tough nut to crack.
