A very good Smiths and Morrissey website, called "No Dad, I Won't Be
Home Tomorrow," has an excellent section that lists lyrics and trivia
from their songs.

According to this website, the song "is reputedly about Jack Wilde on
ATV's 'Look Familiar,'" which was a "kitchen sink drama" broadcast in
the '60s. The site also adds that "The title [of the song] comes from
a 1934 German film which was based on a book of the same name, by Hans
Fallada."

Here's a link to the website as a whole:

And here's a link to the page about "Little Man, What Now?":

So far, I've been unable to find another reference to Jack Wilde or
"Look Familiar" on the web that isn't a reference to this Smiths and
Morrissey website. There is occasional mention of the television
channel ATV, though.
