I am a graphic designer and would like to create a line of shirts that
are officially licensed NASCAR products. I need to know the process,
costs, and contact information to do this. Thank you for your time.

There doesn't seem to be a lot of information available about this
without starting the license application process.

Hello again dig2005,

It looks like you are 'stuck applying' although I have to say that I
think that having a license agreement with NASCAR will be very
expensive for you (in terms of the minimum guaranteed royalty) there
are only 200 licensees that generate $2.1 billion in annual sales for
NASCAR.

I think your best bet is to approach a company that already has a
license agreement with NASCAR and pitch your product to them.

I'm not sure how much information you received on the licensing issue,
but my husband and I have an item that we are seeking licensing for..
We have gone both through a previously approved licensee and on our
own.  There is considerable expense for the upfront royalty, and
guaranteed yearly amounts.  The researcher had it pegged.. it's much
easier to go through a current licensee, and perhaps "sell" your
design to them to put on a shirt.  Our product, MugHolders Steering
wheel coasters are currently approved by Rusty Wallace, Joe Nemechek,
Boris Said and Scott Riggs.. and we are working on Nascar licensing

The application process will involve,  whether or not you currently
you hold licensing, your distribution ability, advertising, marketing,
years in business, references.. (kinda like applying for a loan!)
