The photograph, untitled child B/W.  Child does have his name on
their shirt ?Joe?.
I have a collection with a collage of pencil being used as a medium to
enhance the photographers B/W photography I cannot even start to
associate his work or signature with any searches I have pursued. So i
need assistance. I need to identify by associating his signature to
another one of his works that I could possible view online. Or any
means that I could have without a doubt that this is the Artist that
you find.

Boy, that is a tough one.  I have used Google Images to research old
photographs for my site, HipsterCards.com, but I don't know if that
will work for you or not.
