How can we apply for a credit card that will withstand the coming and
going of particular employees and be a credit card for the company and
not supported by that one poor CFO?

I sounds like you are looking for a way to control the spending of
each employee.  Then control the credit card after each employee.
In order for you to do this - you must be able to set your own balance
for each credit card that you issue to your employees.  There are a
few business credit cards that will fit into this business game plan.
And its' a good one. I suggest you check out 
http://www.creditcardcite.com/business_credit_card.htm
The cards listed there will work quite nicely for you.  The one I
really like for this job - is The Citi Platinum AAdavantage Business
Credit Card. Check it out.  Also if you lose an employee you have the
ability to cancel only that card.
