I am 21 years old , receive 386.00 a month SSI check [4,682.00] a year
is there some kind of credit card I can get?

That definately depends on your credit.  I had very little to no
income for a couple years yet credit cards kept giving me 0% interest
with no transfer or annual fees, so I kept a chunky ballance without
paying interest while I was poor.
If you have never had credit, then you can probably get a $500 balance
card with a rate somewhere around 12%.  Just type in "credit card" in
a google search and you'll get thousands if not millions of cards
waiting for your application.  Remember to only apply to 1 or 2 cards
because applying to alot will harm your credit.  Also remember to keep
your balance at 0 after every month if possible, keeping a balance at
12% is quite expensive.

If you have missed payments on anything in the last few years, then I
don't know if you can get a card or not.... but it seems to me they
are desperate to loan money these days so who knows.

only chance I know of is with capital one(capitalone.com). They may
require you to have a prepaid card till you prove you can make monthly
payments.

That's a good point with the prepaid card Kirchsw.  I hadn't thought
about that... and a debit card with your checking account could be a
good way to go too.  It will save you the hassel of paying the bill
every month and there will be no fees/interest.  However a debit card
won't improve your credit rating if that is your goal.
