There is a French saying in A Good Year by Peter Mayle (published by
Knopf, June 1, 2004) which translated to something along the lines of
'happiness is living below the radar' or 'a happy life is one
unexamined by your neighbors'.  What is that French saying/English
translation?  I can't find it in the book again.

I don't know about this book but I know there is a French saying that
goes like this "vivons heureux, vivons caché"==> live happy, live
hidden
