Define 'best'.

As well you should probably say what you plan on doing with it.

CNET has very good reviews for all sorts of electronics and misc.
products. They have a comprehensive directory of Pocket PCs and
various PDAs on the market. They link to several different websites
where you can purchese these items and give you a range of prices. It
has an easy to use search feature to search by Price, Manufacturer,
Memory, etc. and the website also allows you to compare selected
items.

If you're looking for the best price value point on a pocket pc, I
highly recommend the Dell Axim line...

They pioneered the value oriented pocket pc market, and stole a lot of
market share from the iPaq...

Dell's support is pretty good and there are a couple of discussion
groups over on Yahoo groups where you can get additional independent
support if needed.

There are plenty of different models to choose from so you're sure to
find one to suit your needs.

If you want advice on which Axim to buy, ask the group.

There are two excellent sites to look for Pocket PC's that run at decent prices.
http://www.tigerdirect.com
http://www.newegg.com

These two sites have listings for computer equipment, pocket pc's,
computers, laptops, etc. These are some of the best sites I've found
because of their prices. I purchase all my computer equipment from
here.
