Have you seen the product:
by DameWare

called DameWare mini Remote Control (DMRC)

"DameWare Mini Remote Control
  Powerful & Versatile Remote Control
Software for Windows 32-bit operating systems.

Unlike other Remote Control programs, the
installation of the Mini Remote Control Client
Agent does not install low-level drivers nor does
it replace any existing Operating System drivers.
This in turn eliminates a reboot of the remote
machine when connecting. By simply using Microsoft
Windows API calls to interact with the local and
remote machines

Developed specifically for 32-bit Windows
Operating Systems, the Mini Remote Control offers
quick and easy "on the fly" deployment of its
client agent service to remote machines.* Giving
an administrator the ability to remotely install
the client agent service eliminates the need to
physically visit the remote machine to install the
software. This gives administrators the unique
ability to remote control any machine on the LAN
or WAN (across town, across the country, or even
around the world) in a matter of seconds."

VNC is a great program for remote control of a PC. The free version
will suffice for what you are trying to do so there's no need to pay
for the more advanced versions. For webcam/microphone interaction,
just use an instant messenger application like Yahoo or MSN messenger.
MSN 7.0 just came out and apparently has some new video features.

[ http://messenger.msn.com/ ] or [ http://messenger.yahoo.com/ ]

First install the complete VNC software on your father's computer
(viewer and server). You'll only need the viewer on your computer.
Don't change any of the default settings during the installation.
You'll need to choose a password that VNC will ask before allowing
anyone to connect to that computer. Your father's computer will end
up with a VNC icon in his system tray.

When you need to connect to your father's computer, have him navigate
in his browser to this site to get his IP address: [
http://www.whatismyip.com/ ] Then run the VNC viewer on your
computer. A connection dialog will appear asking you which server you
want to connect to. Type in the IP address that your father got from
the whatsmyip.com website and press the OK button. Your father will
get a prompt on his computer asking if he will accept your connection.
He accepts and you can remote control his computer.

For the messenger, just choose go to Yahoo or MSN and instal the
messenger client. If you both log in to your messenger at the same
time, you can turn on webcam/microphone features. None of them are
complicated, but come back here and ask followup questions if you have
trouble. Good luck.

generally VNC will display black if the resolution is unable to be
displayed or if the other computer is displaying a video. Im not sure
why it does it with video... possibly just not able to push that much
data through.

I have clients in OK (using Win98 with a dialup) and TN (XP Home) and
have connected to both using the free VPN at LogMeIn.com. They go to
the website, create a free account, you log in and have control of
their computer. Works through an applet, so there's a slight delay,
but I find it manageable even when accessing the computer on the
dialup connection.

Best of all, the entire session is encrypted, so you're not open to hacking.

Try going to logmein.com You have to set up an account on the
internet, and then download a small program onto each computer. You
are then able to take control of your dad's computer, running any
program, and making any changes. At the same time, you can have
microsoft messenger, eyeball chat or some other video chat program
working in order for you to be talking and looking at each other.

Good Luck
