How does one setup a dedicated half-life server for multiple dial-in
clients using a 56k modems and an Access Server

basis) or in a datacenter on a business basis?

This is very doable, but first let me know what operating system
you're planning to run for the server.  Windows, Linux, etc?

Right now the idea is to test this setup for research purposes. Our
main aim is to find out how the game responds to 32, 56k connected,
dial-in users. We are concerned about how much lag our clients would
get and if it is acceptable for commercial purposes. We have the
resources of an ISP at hand to setup the system. We intend to host
this on a linux system as that is what the ISP is using but could also
rig this up on Windows... It really depends on your recommendation!

By 'Access Server' I mean the 'Cisco Access Server' setup at the ISP.
I Didn't mean "Microsoft Access Server". I have successfully hosted
the game on LAN and have played it on the Internet. I want to explore
the possibility of hosting my own game server and allowing multiple
clients to call in and join a session... What i really need to know is
if I need some command-line instructions to join the game? - Would I
need to develop a special dialer which negotiates the appropriate
protocals while logging in? How will the server process the requests -
by default or will there be some development required? etc. Thanks...

Binding modems simply means you're running two modems in tandem to
give yourself more bandwidth. They don't have to be the same brand or
speed. This is sometimes also called "the poor man's ISDN", as binding
2 56k modems will give about the same bandwidth. To do this you'll
need:
 
- Two modems 
- Two phone lines 
- An ISP that lets you dial in the same account twice (for modem
binding purposes)
- Patience 
 
Open your Dial-Up Networking Folder, and right-click on your Dial-Up
connection. Choose Properties, and then go to the Multilink tab.
Select 'Use additional devices', and then add your second modem to the
list. Select it, click Edit, and configure it to dial the correct
numbers, etc.
