The brief answer is: No matter what your electronic product is, it will most likely need certifications before you can even think about selling it in any EU country. And besides the various EU regulations, there are still also the national regulations of the individual EU member countries. There are thousands of laws and regulations, for every kind of product you can think of. I can't imagine that any electronic product could legally escape the necessary certification procedures.
