I want to know that  www.hardmoney.com  consulting  company  can 
arrange  "100% loan-to-value real estate mortgage loan  and 100% 
equity  financing  or  loan" for acquisition  or purchase of  real
estate property ??

I bet they cannot.  They don't lend, only pass your name and the data
collected, including phone numbers, to lenders  - and maybe
who-knows-whom.  They talk about loan consolidation, and you know what
market segment they are addressing.
Suggesting 100% loan-to-value real estate financing can only be a
"Come-on".  Sure, maybe in principle a high-net-worth individual could
get a mortgage like that because he could also get an unsecured in
that amount, but I doubt if I could, and certainly no one interested
in consolidating debt could.
They also are pretending to be more international than they really
are, suggesting they have connections on the European continent at the
bottom of the page, but only offering links to UK, Canada, USA and
Australia under "pick your country.
