I am looking for the full text of a Concurrent Resolution from the
United States Congress passed in 1960.

The resolution was in response to a declaration from President
Eisenhower that the U.S. flag should fly in certain points in the
Canal Zone and the resolution expressed the sentiment of Congress that
the flag should fly in no parts of the Zone.

Only the full text is acceptable - I obviously know all ready a
summary of the resolution.

The commenter below is actually correct. The Concurrent Resolution
took place before Eisenhower's order to raise the flag in the Canal
Zone. It was just sloppy work on my part phrasing the question.

The resolution was in response to public comments from Eisenhower that
the flag should be raised in the Canal Zone, not the order. The order
followed the concurrent resolution.

I wanted to comment on one aspect of your question that may help the
researchers focus in on your particular request. I found a reference
at a site to a House concurrent resolution from that year, which
appears to be discussing the same situation as you present. (I do NOT
endorse any opinion or "fact" stated on that site, for the record.) If
so, it talks about a House resolution, but not a Senate resolution,
and seems to PRECEDE, not flow from Eisenhower's "Order." It is
possible that your question is the "next chapter" in the "dispute,"
but it may also be possible that the Senate never passed a resolution,
and the facts, as you presented them, were distorted before reaching
you.

However, the more interesting aspect of this is that there seems to be
no such order of Sept. 17, 1960, which may throw the whole premise of
the question into some doubt. Note the dates and numbers of the orders
referenced below. At this same site, you can research Executive Orders
back to F. Roosevelt. Of course, I suppose some Orders may be excluded
from the list and/or numbering scheme for National Security reasons,
but that doesn't seem to be a consideration in your question.
