hired a programmer to build several things for our website..he had
access to ftp info,, he created a couple of sub domains of which he
did attached incomplete programs to our website..these are not working
properly, we have no access to them..he will not return any
contact..we have a subscription service that offers a free trial
period.we have no way to delete users after free trial period
expires..in other words...he created login page and we have no way to
delete non payers..so...we're giving our services away for free for
about a month now...any suggestions would be appreciated....are there
any legal agencys that i can contact for support???any way to access
the subdomains he created??anyone out there that knows how to actually
perform work to help with this??? thank you..

You'll probably need the help of a programmer to figure this all out. 
If you are the one that set up and pays for the web hosting, you can
certainly get things back in order, though it may take a call or two
to the hosting service company.  Your next programmer can certainly
figure out what needs to be done and make it happen.  Sounds like your
last programmer may have gotten in over his head.

Word of mouth is how a lot of people find programmers.  There are also
a number of boards where you can post a bid for work you need done. 
Make sure your next programmer has experience with the specific
systems and languages your system uses.  Ask them for a reference or
two and call those to see how their previous work was received.

btw...this bailed out programmer set the subdomins up thru his own domain company..

If the domain belongs to you and has your contact information attached
to it, then you can just transfer the domain to another host or
contact the registrar and explain the situation to them.  If the
programmer registered the domain in his name then you may have some
difficulty getting control of it.  In all, it sounds like you need the
help of someone familiar with setting up websites who can help you
work through your issues.  As much as I'd like to help, this is more
of a Q and A forum than a job board and you'll do much better with
someone local.  Good luck.

Assuming everything is in order and the "things" created was done
without obfuscating, compiling or encrypting the source code what you
need to do is to hire another programmer. Preferably with expertise in
the language or languages that your current scripts are coded in.

Your webhost, assuming you are on a shared server, should definately
be able to tell you what subdomains that you have on your account.

am i missing something??? this guy added his own subdomains to my
website that he hosts on his own server.. i don't know the login
info...
