I am looking for a picture of a wedding announcement that should have
appeared in the Contra costa times newspaper in Alamo, ca. Why can't I
find a copy of this?? their names are TIm cotton and katie flicker and
they got married Dec.4, 2004.

Since I imagine that your question is not "why can't I find a copy",
but how to find a copy, I'll answer your question here. If you'll find
it appropriate as an answer, let me know and I'll be able to post it
as an official answer and get paid.

Wedding announcements are a form of advertising as far as the
newspaper is concerned, and are not being archived in the online
archive. It might be possible, though, to find this newspaper - as a
hard copy or in microfilm -  in a local library in Alamo (and you can
perhaps contact them or the newspaper directly and ask them to send
you a copy of that annoucement).
