I use MS Win XP and MS Office 2003. While using Outlook 2003 to Mail
Merge (with MS Word as editor), I cannot INSERT an ATTACHMENT to the
resultant document. 

In my previous MS Outlook XP, clicking on the "Paperclip" logo in the
toolbar inserts an Attachment (from any file folders). (Although it
Outlook XP Mail Merge, it also will not Insert an Attachment.)

Now, in Office 2003, it has no "Insert Attachment" in either mail
merge or no mail merge mode. I do not see the normal ?Paperclip? logo
in any of the standard  toolbars. I tried to get this ?Paperclip? logo
using Customize command, but it comes out as ?Insert File? or ?Insert
Shortcut? to file, which is not what I wanted.

This happens even in simple MS Word 2003 without Mail Merge. 

Did Microsoft remove the "Insert Attachmenet" feature in Office 2003? 
Or am I missing something in Office 2003? Is there a workaround?

does dragging and dropping the file you wish to attach into the email
you are drafting not seem to work for you?  This is the way I have
always attached documents to my email, you select the files from the
desktop (explorer shell) then drag it into the body of the email you
are drafting then let go, it will automatically add the "Attachments"
line and include the file asan attachment.

I think that "Insert File" is the same, even if there is no paperclip.
