It appears that AAV-IGF1 is a long way from being available to the
general public. It has not yet been approved by the FDA. The biotech
company Ceregene is developing AAV-IGF1 under the name Cere-130:

This effort is part of several studies required for development and
FDA- approval of adeno-associated viral vector ?IGF1 (AAV -IGF1) or
Cere-130."
