I can't give the answer to all your questions but I can tell you that
the 140 in the part number refers to the Mercedes produced between
1992 and 1999 that had 140 chassis. The exact models were:

300SD, S350, 300SE, 400SE, 400SEL, S420, 500SEL, S500, 600SEL and the S600.

the way the part number is broken up as "VVV WWX YY ZZ" gives a hint
as to what it is for, the VVV refers to the chassis number (as you
probably noticed by now) the WW refers to the part group, the X refers
to the subgroup, YY is for the version of the part (updates, etc.),
and the ZZ is the number of the actual specific part.

I don't have any information regarding X, YY or ZZ, but I can tell you
that the 64 (WW) is the number designation for all parts in the tail
section of the Mercedes.

That doesn't get you very far in answering the other questions, but
maybe it's a start. My advice would be to give a call (or email) to an
authorized Mercedes service shop, or parts supplier. They would have
all the catalogs dating back to the fifties.
