I am looking for information about measures that the United States and
France have taken in trying to pressure (with promises of aid or
development packages, debt relief, trade agreements, etc.) Sub-Saharan
African countries to support their intiatives in the United Nations. I
am most interested in any actions that the US may have taken to
influcence African countries to support the current war in Iraq, and
any actions that France may have taken to dissuade African countries
from supporting the war.

It offers some information about how the United States may have
persuaded countries across the world to support the war, but so far I
have only found brief mentions that pertain to Africa.

I am looking for journal articles or books that describe this issue in
more detail, especially in cases where the United States and France
have faced conflict over trying to win the support of an African
nation.

While I will be particularly pleased with research that provides
information that involves the struggle to gain support from African
countries as it relates to the current Iraq war, I will certainly
consider other notable events in which this situation may have
occured. Additionally, I will most be interested in African countries
that were once French colonies, however, I will also accept research
that involves any sub-Saharan African nation.

My take (from the UK) is that the US regards the UN as a bunch of plonkers.

The French are involved in a few ex-Imperial (not colonial) states
- the most prominent is Cote D'Ivoire 
  - where I think that Government forces shot down a French aircraft
  - and rather alienated the 'peace keeping' French forces

Mostly I suspect, the US is looking at South America, which is doing a
pretty good job of colonizing the US.

Sub Saharan Africa is a lost cause.

FYI - Colonial is where the invaders settle down (Algiers, Australia, USA)
      Imperial (or another word) is where the invaders rule, 
       but are thin on the ground - typically India
