What do you mean by the best?  The most stable?  If you're looking for
speed and/or power and/or capacity, unfortunately, you cannot
future-proof computer parts.  A 400$ video card bought today will drop
to 200$ in a few months as another one will be replacing it.

You can go for brand name parts for many of the components.  For
example, power supply makers: Antec, Sparkle, etc. are great (but have
had issues with some models).  Retail parts may be better than
re-branded (nVidia or ATi versus their rebrands (diamond, etc)) but
the cost is higher due to the branding (and small changes).  Cases are
the probably the easiest to future proof, as a good case can handle a
lot of upgrades.

To keep this short, depending on how you want to use the machine, it
will affect your assesmement of best components.  Keep in mind that
most expensive is not always the best.
