where can i get a considerable scholarship, just for being student
counsil president?
I mean, not too many people get to be student counsil president, so
you'd figure that
there would be some kind of scholarship out there, right? like, a
really HUGE scholarship

I'm afraid being student council or student body president is not that
big a deal. Each school in the country has one every year -- maybe
even one every semester. The top ranked applicants for scholarships
(especially at top ranked schools) are likely to have been officers in
student organizations. If this is your only claim to fame it's not
likely to garner a scholarship. Sorry to be a wet blanket. Best wishes
