Please look at Tom's terms and conditions on his site. Among other
things, he says:
"To start, I trade in VHS only. I trade for equal time. I trade only
in the SP speed. I send all tapes by FIRST CLASS MAIL or AIR MAIL
overseas and I expect the same in return. If we are trading for the
first time, I expect you to send the tapes to me first. I am reliable
and usually return tapes within two weeks of receiving a package
.......
If you have nothing to trade, I will also trade for older pre-1970 TV
Guides, older pre-1955 Radio Guides, old reel to reel tape decks, and
vintage Longaberger baskets or pottery. Write or email me and maybe we
can work out some kind of deal."
He is very specific about the brands of tapes he accepts.
His page was updated on Jube 4th, so his list should be current.
As a trader, I assume he's on the right side of the copyright laws,
but I don't know what they are in the US. His tapes do not seem to be
commercial releases.
However, as writer/director/producer of the special, Dave Thomas
presumably owns the copyright. The production company he founded,
Maple Palm Productions is Santa Monica-based:

They would probably know if a a vidoe was ever commercially released
of the special, or might be able to help you obtain a copy. Sometimes
production companies will run off a copy for a fee - it's worth an
ask.
